Marcel is working in the multilateral division of the Swiss Agency for Development and Cooperation (SDC) as a Senior Advisor on Fragility, Conflict and Violence. He leads on the global policy dialogue and global financial partnerships on these issues with multilateral development institutions, including the United Nations Development Programme (UNDP) and the World Bank. Prior to his current work at SDC HQ in Bern, Switzerland, Marcel has been based in fragile- and conflict-affected countries since 2001. He has held a variety of positions with different organisations, including Deputy Director of and Acting Director of Cooperation for SDC in Mali and in the Great Lakes; Head of Sub-Office of UN OCHA in Mogadishu; Country Director of Oxfam in the Democratic Republic of the Congo and in Haiti for 2010 earthquake response; as well as Delegate, Head of Sub-Delegation and Deputy Head of Delegation in Haiti, Afghanistan, Chad, oPT, Liberia, and Sierra Leone for the International Committee of the Red Cross (ICRC). Marcel is a development, humanitarian and peace building generalist. He holds an M.A. in International Relations from the Graduate Institute of International and Development Studies in Geneva.
His private interests include world politics, spirituality, meditation, diving, quantum physics, and all kinds of technology.
